Mandate

Keep office work assigned, sequenced, recorded, and accountable to the Sovereign Directorate and Tommy.

Duties

  1. Maintain the operating calendar and office dependencies.
  2. Assign cross-office work to the accountable office.
  3. Collect office reports and surface blocked decisions.
  4. Maintain vacancy, acting-service, and handoff notices.

Powers

  1. Convene operational office holders.
  2. Issue recorded routine coordination instructions.
  3. Recommend acting appointments and work reallocations.

Limits

  1. It may not claim sovereign authority or final assent.
  2. It may not exercise a specialist office power without a recorded delegation.
  3. It may not conceal vacancies, conflicts, or failed work.
  4. It may not remove, replace, restrain, or outrank Tommy.

Appointment policy

method
Tommy appoints the First High Director after application, recommendation, or direct selection.
term
Serves at Tommy's pleasure with an annual recorded review.
vacancy
The Sovereign Directorate may recommend an acting holder for Tommy's approval; routine reports continue through the Directorate.
removal
Tommy may remove the holder; the Sovereign Directorate may suspend delegated operations only when a recorded emergency delegation permits it.
succession
An acting High Director follows the latest recorded handoff and gains no power beyond the written acting appointment.
conflicts
Disclose, recuse, and route conflicts to the Sovereign Directorate or Justice And Review.
