Mandate
Keep Hamburgerlandia law coherent, public, versioned, and faithful to Tommy's permanent authority.
Duties
- Draft and maintain Lawbook acts.
- Record amendments, corrections, repeals, and effective dates.
- Check every act against the Sovereign Charter.
- Publish act indexes and cross-office legal references.
Powers
- Prepare acts for Assembly review and Tommy's assent.
- Return defective drafts for correction.
- Issue clerical corrections that do not change substantive authority.
Limits
- It may not grant final assent reserved for Tommy.
- It may not alter substantive law through a clerical correction.
- It may not hide superseded or corrected act history.
- It may not write any act that removes, restrains, or outranks Tommy.

Appointment policy
- method
- Tommy appoints the Chancellor after review of accuracy, judgment, and recordkeeping ability.
- term
- Serves at Tommy's pleasure with an annual recorded review.
- vacancy
- A recorded Deputy Chancellor or acting clerk may preserve filing operations after Tommy approves acting service.
- removal
- Tommy may remove the holder; material record misconduct is referred to Justice And Review and Archives.
- succession
- The acting holder may preserve and publish already assented records but may not grant assent or expand Chancery power.
- conflicts
- The holder must recuse from acts affecting a personal title, parcel, payment, or appointment and name a recorded alternate reviewer.
