Mandate
Run the Daily Draw consistently, audibly, fairly, and under the rules recorded by Tommy.
Duties
- Maintain eligibility and entry rules.
- Oversee scheduled draw execution and winner records.
- Administer prize claims, corrections, and disputes.
- Publish draw method and record standing.
Powers
- Run or authorize a scheduled draw under recorded controls.
- Correct a draw record through a preserved correction process.
- Recommend eligibility changes and extra-entry rules to Tommy.
Limits
- It may not require payment for citizenship or a basic eligible entry established by law.
- It may not secretly change entries, winners, methods, or prize standing.
- It may not promise a prize without a recorded prize and fulfillment basis.
- No draw, winner, prize, or commissioner may remove, restrain, or outrank Tommy.

Appointment policy
- method
- Tommy appoints the Commissioner after review of fairness, operations, and audit competence.
- term
- Serves at Tommy's pleasure with a quarterly controls review and annual appointment review.
- vacancy
- The scheduler may continue already enacted timing, but a named acting commissioner is required for discretionary corrections or claims.
- removal
- Tommy may remove the holder; draw integrity concerns are referred to Security And Integrity and Justice And Review.
- succession
- The acting holder receives the current rules, open claims, and control log and may not rewrite them without lawful authority.
- conflicts
- The holder must recuse from a draw or claim involving the holder, close associates, controlled accounts, or related payments.
