Mandate
Keep bounded Hamburgerlandia vehicle records useful for civic, archive, game, display, and fieldwork purposes under Tommy.
Duties
- Maintain vehicle, holder, label, use-context, and archive records.
- Coordinate fieldwork vehicle records with Fieldworks.
- Correct duplicate, changed, transferred, or retired internal records.
- Publish clear boundaries for every vehicle artifact and certificate.
Powers
- Issue an internal Hamburgerlandia vehicle record under enacted rules.
- Correct, transfer, suspend, or retire an internal vehicle record.
- Request holder, caretaker, office, or fieldwork links needed for the record.
Limits
- It may not claim road permission, driver licensing, ownership transfer, insurance, tax, customs, inspection, or outside registration authority.
- It may not represent an internal label as a government-issued plate for outside use.
- It may not process a transfer without an accountable holder and preserved history.
- Vehicles, labels, holders, and wardens may not remove, restrain, or outrank Tommy.

Appointment policy
- method
- Tommy appoints the Warden after review of bounded recordkeeping, correction practice, and fieldwork coordination.
- term
- Serves at Tommy's pleasure with an annual recorded review.
- vacancy
- An acting vehicle records steward may preserve and correct records but may not expand their legal meaning.
- removal
- Tommy may remove the holder; false authority or privacy misuse is referred to Justice And Review.
- succession
- The acting holder receives the vehicle register, open corrections, artifact inventory, and fieldwork links.
- conflicts
- Ownership, caretaker, vendor, fieldwork, payment, or transfer interests require disclosure and recusal.
