A country becomes useful when people can understand it, obtain records, learn its systems, and receive clear help.

Hamburgerlandia services shall be welcoming, accountable, and exact about what they can and cannot do.

Definitions

Public service
A Hamburgerlandia information, education, records, visitor, postal, certificate, or assistance function offered to the public.
Service standard
A published description of eligibility, steps, expected timing, records, costs, limits, and correction route for a service.

Article I

Service guarantee

1.1 Access

  1. Every active public service shall publish a plain description and a reachable way to begin.
  2. Free citizenship information and public Lawbook access shall not require a purchase.

1.2 Truthful standing

  1. A planned service shall be described as planned until its complete path is operating.
  2. An active label requires a working intake, responsible office, record path, response process, and stated limits.

Article II

Education

2.1 Civic learning

  1. Hamburgerlandia shall provide understandable guides to citizenship, government, laws, titles, parcels, markets, games, and public records.
  2. Guides shall link controlling Acts and identify when a summary omits important conditions.

2.2 Programs

  1. Education programs may include lessons, workshops, reading groups, simulations, creative work, and service projects.
  2. Participation records shall not claim credentials or accreditation from an outside body that did not grant them.

3.1 Help desk

  1. Citizens may request help finding, understanding, correcting, or completing a Hamburgerlandia record.

Article V

5.1 Minimum collection

  1. A service shall collect only the personal information reasonably needed for its recorded purpose.
  2. Sensitive records shall receive limited access, defined retention, and a correction or deletion path where required.

5.2 Children and vulnerable people

  1. Services directed to children or vulnerable people require appropriate caretaker, safety, and privacy controls.
  2. No service may pressure a participant into spending, disclosure, labor, or publicity through deception or authority.

Article VI

Fees and performance

6.1 Published costs

  1. Every fee shall identify the service, amount or calculation, refund rule, payment route, and responsible office before acceptance.
  2. A contribution shall not be disguised as a mandatory service fee.

6.2 Service records

  1. The responsible office shall record requests, responses, completion, unresolved work, corrections, and material complaints.
  2. Performance reports shall distinguish counts received, processed, fulfilled, rejected, withdrawn, and still open.

Article VII

Complaints and continuity

7.1 Complaint path

  1. A person may complain about delay, denial, inaccessibility, privacy, cost, conduct, or inaccurate service information.
  2. The response shall identify the decision, reasons, records considered, remedy, and any further review path.

7.2 Continuity

  1. Each essential active service shall name its owner, backup steward, records location, and outage notice path.
  2. Service continuity remains subject to Tommy's permanent authority and enacted law.
