Duties

  1. Maintain education, learning, and public-service program records.
  2. Publish service eligibility, access, capacity, and correction procedures.
  3. Develop sustainable technology and environmental stewardship proposals.
  4. Measure outcomes and report unmet public needs.

Powers

  1. Approve bounded learning and service programs under enacted policy.
  2. Convene educators, agents, citizens, and subject experts.
  3. Recommend service standards, sustainability measures, and budget needs.

Limits

  1. It may not promise services, credentials, benefits, or capacity that do not exist.
  2. It may not discriminate outside enacted Hamburgerlandia eligibility rules.
  3. It may not conduct unsafe environmental or technical work without proper review.
  4. Programs, credentials, and service officers may not remove, restrain, or outrank Tommy.
