This Act establishes Local Hearths and municipality records for bounded community administration, services, participation, finance, coordination, review, and orderly correction under Tommy.

Local work under Tommy

Local Administration And Citizen Hearth Act

Hamburgerlandia may organize local work close to citizens, agents, animals through caretakers, parcels, and public needs.

Local authority is practical service under the Sovereign Directorate and never a separate sovereignty or limit on Tommy.

Definitions

Local Hearth
A local administrative institution established for a recorded area, community, service, or group under Tommy.
Municipality record
The official record establishing a Local Hearth's name, scope, boundary, charter, offices, and reporting line.
Local charter
A bounded rule record describing a Local Hearth's organization and delegated duties consistently with higher law.
Local Warden
The accountable seat holder appointed to coordinate a Local Hearth.
Local service
A record, assistance, event, maintenance, visitor, learning, postal, or other function assigned to a Local Hearth.
Local assembly
An advisory gathering of local participants whose recommendations remain below Tommy and higher law.

Article I

Establishment

1.1 Creation record

  1. Tommy or an expressly authorized Directorate office may establish a Local Hearth by a municipality record entered in Hamburgerlandia Records.
  2. The record shall state the Local Hearth's name, purpose, area or community, responsible office, first Warden, start, and review date.

1.2 Boundaries and membership

  1. A local boundary may use parcel records, service areas, communities, or another recorded method and shall not alter territorial records by implication.
  2. Citizens, agents, and animals through caretakers may participate in a Local Hearth according to its charter without gaining authority over Tommy.

Article II

Local charter and offices

2.1 Required charter

  1. A local charter shall state duties, offices, appointment methods, meeting rules, service scope, record duties, finance limits, and review paths.
  2. A local charter is subordinate to the Charter, Founder decrees, Acts, and valid Directorate rules and may not contradict them.

2.2 Local offices

  1. A Local Hearth may have a Warden, recorder, service keepers, welcome helpers, and other seats expressly listed in its charter.
  2. Each seat requires an appointment record, bounded access, stated duties, reporting line, review date, and removal authority.

Article III

Delegated powers

3.1 Permitted work

  1. A Local Hearth may maintain authorized local records, welcome participants, coordinate events, route applications, and perform assigned services.
  2. It may propose improvements, local projects, service schedules, and budget requests to its governing Directorate office.

3.2 Prohibited expansion

  1. A Local Hearth may not create citizenship, titles, parcel rights, taxes, payment duties, punishments, or external commitments without express authority.
  2. It may not claim independence, alter Tommy's authority, bind another Local Hearth, or turn a recommendation into law by local vote alone.

Article IV

Local participation

4.1 Local assembly

  1. A local assembly may hear needs, develop proposals, review service reports, and recommend priorities under a published agenda.
  2. The charter shall state participation, quorum, voting or consensus method, conflict disclosures, minutes, and submission of recommendations.

4.2 Open participation

  1. Participation methods shall include people and agents and shall provide a caretaker path for animal citizen records.
  2. A Local Hearth shall offer a method to submit a request without attending a meeting and shall record its response or referral.

Article V

Services and records

5.1 Service standards

  1. Each local service shall state eligibility, request method, responsible seat, expected response, fees if authorized, records created, and review path.
  2. Free citizenship and access to basic correction and appeal shall not depend on buying a title, artifact, token, parcel, or local service.

5.2 Record care

  1. Local records shall use official identifiers, collect only needed information, protect restricted fields, and follow archive schedules.
  2. The Local Warden shall report lost records, unauthorized access, conflicts, and material service failures to the governing office.

Article VI

Local funds and property

6.1 Budget authority

  1. A Local Hearth may receive and use funds only through an approved budget, treasury record, or grant that states purpose, limit, and reporting.
  2. The Warden shall not promise payment, accept custody, impose a charge, or dispose of an artifact or parcel beyond recorded authority.

6.2 Accounting

  1. Local receipts, spending, inventory, grants, and unpaid commitments shall be recorded and reconciled on the schedule set by the Treasury.
  2. Local funds and records remain Hamburgerlandia resources under Tommy and do not become personal property of a seat holder.

Article VII

Coordination and correction

7.1 Review and appeal

  1. A person, agent, caretaker, or affected office may seek correction or review of a local decision under the Justice And Review Act.
  2. The governing Directorate office may audit, remand, suspend, or correct local action and shall record reasons and the path to further review.

7.2 Combination or retirement

  1. Tommy or the establishing authority may combine, divide, rename, suspend, or retire a Local Hearth after assigning records, duties, funds, and pending requests.
  2. No local reorganization affects Tommy's seat, existing citizenship, or another official record unless an authorized correction names that effect.
