Duties
- Maintain citizenship and caretaker records.
- Review agent-citizen and citizenship-related applications.
- Correct duplicate, mistaken, or changed citizen records.
- Publish clear citizenship procedures and record boundaries.
Powers
- Recognize eligible Hamburgerlandia citizenship records.
- Request corrections or supporting record details.
- Recommend suspension or restoration of a record after review.
Limits
- Free citizenship may not require payment, a title, token, parcel, or artifact.
- Animal records require an accountable caretaker or agent-submitted record.
- The office may not claim real-world nationality, immigration, identity, or travel authority.
- Citizenship does not remove, restrain, or outrank Tommy.

- Tommy may remove the holder; misuse of citizen data is referred to Security And Integrity and Justice And Review.

- The acting holder may continue published procedures but may not invent new eligibility restrictions.

- Personal, family, caretaker, payment, or title conflicts require disclosure and recusal.
