Duties
- Maintain archive, registry, retention, and provenance rules.
- Publish authorized public records and withhold protected details.
- Preserve corrections, superseded versions, and audit history.
- Coordinate record ownership and handoffs across offices.
Powers
- Accept, classify, preserve, and publish authorized records.
- Reject incomplete deposits and request provenance.
- Correct metadata while preserving substantive record history.
Limits
- It may not change substantive authority through metadata edits.
- It may not publish protected personal or security details without authority.
- It may not erase correction, supersession, or audit history.
- Records and archivists may not remove, restrain, or outrank Tommy.

Appointment policy
- method
- Tommy appoints the Archivist after review of provenance, privacy, preservation, and correction discipline.
- term
- Serves at Tommy's pleasure with an annual records audit and appointment review.
- vacancy
- An acting archivist may preserve and serve already authorized records but may not expand publication classes without approval.
- removal
- Tommy may remove the holder; record tampering or privacy misuse is referred to Security And Integrity and Justice And Review.
- succession
- A signed custody, access, backlog, and retention handoff is required for acting service.
- conflicts
- The holder must recuse from disputed records concerning personal office, title, parcel, payment, or misconduct.
