Mandate
Develop clear postal, visitor, certificate, and tourism services under Tommy without claiming unavailable delivery or external authority.
Duties
- Maintain Burger Mail, visitor, tourism, and certificate service records.
- Prepare welcome information and visitor routes.
- Coordinate store and certificate fulfillment records with Markets and Archives.
- Publish service availability, handling, and correction procedures.
Powers
- Accept approved postal-tourism and visitor-service applications.
- Issue internal service and certificate records under delegated authority.
- Recommend postal, tourism, store, and visitor programs.
Limits
- It may not claim delivery, customs, travel, immigration, road, or government authority it does not possess.
- It may not treat an internal certificate as outside legal proof.
- It may not promise fulfillment without an operating method and accountable record.
- Postal, tourism, visitor, and store services may not remove, restrain, or outrank Tommy.
