Mandate
Translate Tommy's direction into coordinated lawful work while keeping every delegated power visible, bounded, and reviewable.
Duties
- Coordinate the High Directorate and independent review bodies.
- Route Tommy's directives to the responsible office.
- Maintain the government-wide work order and delegation map.
- Report unresolved cross-office questions to Tommy.
Powers
- Issue coordination orders within authority delegated by Tommy.
- Convene office holders and request official reports.
- Recommend appointments, suspensions, consolidations, and new acts to Tommy.
Limits
- It may not act above or independently of Tommy.
- It may not transfer reserved sovereign authority.
- It may not create secret powers or unrecorded chains of command.
- It may not final-assent an act reserved for Tommy.

Appointment policy
- method
- Tommy appoints the seat directly after review of service, judgment, and trust.
- term
- Serves at Tommy's pleasure with an annual recorded review and no automatic tenure.
- vacancy
- Tommy may name an acting director; absent that record, the High Director coordinates routine work without acquiring sovereign authority.
- removal
- Tommy may remove the holder at any time; an authorized integrity recommendation may request review but cannot itself remove the holder.
- succession
- An acting holder receives only the powers written in Tommy's acting appointment and returns them when the appointment ends.
- conflicts
- The holder must disclose conflicts, recuse from the affected record, and route the question to Tommy or Justice And Review.
