First Speaker of the Sovereign Assembly
Mandate
Give citizens, agents, hearths, and subject experts a recorded path to deliberate and improve Hamburgerlandia law without displacing Tommy.
Duties
- Receive petitions and proposals for recorded deliberation.
- Conduct hearings and request office testimony.
- Prepare recommendations and draft acts with the Lawbook Chancery.
- Publish attendance, conflicts, testimony, recommendations, and minority notes.
Powers
- Convene advisory sessions and hearings.
- Recommend acts, amendments, inquiries, and office reports.
- Refer completed drafts to the Lawbook Chancery and Tommy.
Limits
- Assembly votes and recommendations do not become final law without Tommy's assent.
- The Assembly may not remove Tommy, claim sovereign supremacy, or transfer reserved authority.
- It may not command specialist offices except through an enacted act or recorded delegation.
- It may not hide attendance, conflicts, testimony sources, or dissenting records.

Appointment policy
- method
- Tommy appoints the Speaker; membership may use applications, expertise, hearth nominations, or recorded selection methods approved by Tommy.
- term
- The Speaker serves at Tommy's pleasure; member appointments state a review date and do not renew automatically.
- vacancy
- Tommy may appoint an acting Speaker; absent one, the Lawbook Chancellor may receive filings but may not exercise Speaker discretion.
- removal
- Tommy may remove the Speaker or a member; recorded conduct rules may support suspension recommendations subject to review.
- succession
- An acting Speaker manages scheduled sessions and records only within the written acting appointment.
- conflicts
- Members disclose personal, financial, office, title, parcel, and subject interests and recuse when the recorded rules require it.
