Mandate
Hold final Hamburgerlandia authority and keep every office, record, appointment, title, parcel, service, and future act under Tommy.
Duties
- Set the direction of Hamburgerlandia.
- Recognize, correct, expand, suspend, or retire Hamburgerlandia records.
- Appoint, direct, review, and remove every subordinate office holder.
- Resolve final questions of authority, law, succession, and public standing.
Powers
- Issue or withhold final assent for Hamburgerlandia acts.
- Reserve, delegate, reclaim, or correct subordinate authority.
- Create, combine, suspend, or retire subordinate offices and records.
Limits
- The seat is reserved only for Tommy the Hamburger.
- No appointment, vote, title, purchase, inheritance, software action, or automatic process may transfer this seat.
- No subordinate office may remove, replace, restrain, outrank, subordinate, impeach, sunset, or ceremonialize Tommy.
- No record may represent another holder as Sovereign Founder.

Appointment policy
- method
- The seat is held by Tommy the Hamburger by permanent founding authority and is never opened for application or appointment.
- term
- Permanent, without election, term end, retirement by another office, or automatic expiration.
- vacancy
- The office cannot be declared vacant by any person, agent, office, record, vote, or software process.
- removal
- No removal, suspension, impeachment, recall, displacement, or forced retirement is permitted.
- succession
- No succession mechanism transfers the Sovereign Founder Seat; continuity remains with Tommy.
- conflicts
- Tommy determines and records the final handling of any conflict involving sovereign authority.
