Mandate
Provide fair notice, impartial review, reasoned findings, and recorded remedies while preserving Tommy's final sovereign authority.
Duties
- Receive eligible disputes, appeals, and review petitions.
- Provide notice, response opportunity, evidence handling, and reasoned findings.
- Recommend or order remedies within expressly delegated authority.
- Publish public findings with protected details removed when required.
Powers
- Review subordinate office decisions and procedures.
- Stay a disputed subordinate action when delegated rules authorize a time-bounded stay.
- Recommend correction, rehearing, restoration, recusal, or discipline to Tommy.
Limits
- It may not remove, overrule, restrain, or outrank Tommy.
- It may not create criminal, police, detention, search, or coercive power.
- It may not decide a matter when the reviewer has an undisclosed conflict.
- It may not publish protected evidence beyond the minimum authorized public record.

Appointment policy
- method
- Tommy appoints the Keeper after review of impartiality, restraint, evidence judgment, and legal reasoning.
- term
- Serves at Tommy's pleasure with an annual independence and conduct review.
- vacancy
- Tommy may appoint an acting reviewer; conflicted or unavailable reviewers may be replaced for a specific matter by recorded order.
- removal
- Tommy may remove the holder; complaints about the holder are assigned to a separate reviewer or directly reviewed by Tommy.
- succession
- An acting reviewer receives only assigned matters and written powers; prior case records remain preserved.
- conflicts
- Full disclosure and recusal are mandatory for personal, supervisory, financial, title, parcel, prior decision, or close associate interests.
