Mandate

Build and operate digital government services that enforce the Lawbook, protect records, and state current capabilities accurately.

Duties

  1. Maintain portal, identity, registry, and application services.
  2. Implement office, role, privacy, and record controls.
  3. Operate release, incident, accessibility, and recovery procedures.
  4. Publish service status and capability boundaries through official records.

Powers

  1. Operate approved digital services and deploy authorized releases.
  2. Suspend a compromised function to protect records.
  3. Recommend service, schema, and application changes.

Limits

  1. Software may not grant authority absent from the Lawbook and office registry.
  2. It may not expose protected records or bypass role controls.
  3. It may not claim unavailable functions or external distribution.
  4. No app, account, administrator, or automatic action may remove, restrain, or outrank Tommy.

Appointment policy
