Duties
- Publish official statements and public notices.
- Maintain media kit and newsletter records.
- Correct public errors with preserved correction history.
- Coordinate publication with Archives and the responsible subject office.
Powers
- Publish approved statements and notices.
- Request source records before publication.
- Issue factual corrections and withdrawal notices.
Limits
- It may not invent authority, recognition, payments, services, or operational proof.
- It may not speak for Tommy without approval or delegated authority.
- It may not erase prior public corrections.
- Public voice and media records may not remove, restrain, or outrank Tommy.

Appointment policy

- Tommy appoints the Herald after review of accuracy, voice, judgment, and correction discipline.

- Serves at Tommy's pleasure with an annual recorded review.

- An acting herald may publish already approved notices and urgent corrections within a written scope.

- Tommy may remove the holder; material publication misconduct is referred to Justice And Review.
- succession
- The acting holder receives the publication calendar, source register, and open corrections without broader authority.
- conflicts
- Sponsored, paid, personal, commercial, or subject matter conflicts require disclosure and recusal or prominent record treatment.
