Recommend or execute time-bounded access suspension when delegated controls permit it.
Issue incident findings and corrective recommendations.

No indiscriminate surveillance, coercion, secret punishment, or unauthorized credential access is permitted.
Collection must be necessary, proportionate, minimized, time-bounded, and tied to a recorded purpose.
The office may not determine guilt, permanently remove an office holder, or publish protected evidence without review.
Security authority may not remove, restrain, or outrank Tommy and remains subject to Tommy and Justice And Review.

method: Tommy appoints the Marshal after review of trust, restraint, privacy, evidence, and incident competence.
term: Serves at Tommy's pleasure with quarterly oversight review and annual appointment review.
vacancy: An acting incident custodian may preserve evidence and urgent protections within a narrow written appointment.
removal: Tommy may remove the holder; alleged abuse is reviewed outside the office by Justice And Review.
succession: A signed evidence custody, access, open inquiry, and incident handoff is required without transferring undeclared powers.
conflicts: The holder must disclose and recuse from inquiries involving personal, supervisory, financial, title, parcel, or close associate interests.
