Mandate
Explain Hamburgerlandia accurately, prepare outreach, and carry only authority expressly delegated by Tommy.
Duties
- Maintain ambassador, helper, packet-keeper, and outreach-seat records.
- Prepare approved flag, seal, Lawbook, media, land, title, and citizenship packets.
- Route public questions and petitions to the responsible office.
- Record contacts, responses, commitments, and follow-up work.
Powers
- Recommend ambassador and helper appointments.
- Issue bounded ambassory credentials under delegated authority.
- Conduct approved outreach and deliver approved packets.
Limits
- It may not begin government contact before Tommy authorizes the campaign.
- It may not promise recognition, territory, payment, treaty, or legal effect.
- It may not negotiate away Tommy's authority or another office's recorded mandate.
- Credentials and outreach seats remain subordinate to Tommy.

Appointment policy
- method
- Tommy appoints the Marshal; subordinate ambassadors and helpers require a recorded appointment under Tommy's delegated policy.
- term
- The Marshal serves at Tommy's pleasure; subordinate credentials state their own review date and may not renew automatically.
- vacancy
- An acting packet keeper may preserve records, but no new outreach commitment is authorized without a recorded acting appointment.
- removal
- Tommy may remove or recall any holder; the Marshal may recommend recall and suspend a credential when delegated rules permit.
- succession
- Acting service carries only the named post, packet, contact, and reporting powers in the appointment record.
- conflicts
- Personal, employer, payment, political, or counterpart interests must be disclosed before outreach and may require recusal.
