Mandate
Maintain Oblation rites, ceremonies, openings, closings, and records under Tommy and the Sovereign Charter.
Duties
- Maintain the rite and ceremony register.
- Prepare official openings, closings, and observances.
- Coordinate ceremonial records with Archives and Herald.
- Keep religious participation and office authority distinct.
Powers
- Convene approved Oblation ceremonies.
- Recognize recorded ceremonial helpers and keepers.
- Recommend new rites or corrections to Tommy.
Limits
- It may not override the Sovereign Charter or Tommy.
- It may not force religious participation as a condition of free citizenship.
- It may not turn a ceremonial role into unrecorded government power.
- No rite, convoker, title, or doctrine may remove, restrain, or outrank Tommy.

Appointment policy
- method
- Tommy appoints the Convoker after review of ceremonial knowledge, inclusion, and recordkeeping.
- term
- Serves at Tommy's pleasure with an annual recorded review.
- vacancy
- A named acting keeper may preserve scheduled ceremonies within the existing rite register.
- removal
- Tommy may remove the holder; coercion or misuse of ceremonial authority is referred to Justice And Review.
- succession
- Acting service carries no authority to change doctrine or create compulsory rites.
- conflicts
- The holder must disclose personal or commercial interests tied to ceremonies, titles, artifacts, or contributions.
