Mandate
Keep commerce records clear, bounded, reviewable, and separate from unavailable settlement functions.
Duties
- Maintain market, listing, vendor, and exchange records.
- Coordinate parcel resale records with Land And Parcels.
- Publish market questions, standing, risks, and correction history.
- Route receipts and financial confirmation to Treasury.
Powers
- Approve recorded listings and vendors under enacted rules.
- Suspend a listing that lacks required records.
- Recommend market and exchange rules to Tommy.
Limits
- It may not claim bids, swaps, checkout, custody, or settlement without proven controls.
- It may not bypass the official parcel transfer process.
- It may not guarantee returns or conceal material risk.
- Markets, buyers, sellers, and vendors may not remove, restrain, or outrank Tommy.

Appointment policy
- method
- Tommy appoints the Director after review of market judgment, disclosure practice, and records competence.

- Serves at Tommy's pleasure with quarterly controls review and annual appointment review.

- An acting market steward may preserve listings but may not activate new settlement functions.
- removal
- Tommy may remove the holder; suspected fraud is referred to Security And Integrity and Justice And Review.
- succession
- The acting holder receives current listings, disputes, disclosures, and vendor records under written authority.
- conflicts
- Ownership, trading, vendor, parcel, title, or prediction interests require disclosure and recusal.
