Mandate
Create small, accountable local service units without fragmenting Tommy's authority or the national record system.
Duties
- Maintain district, local hearth, and neighborhood records.
- Coordinate local requests with national offices.
- Publish local meetings, service needs, and project records.
- Train and support local stewards and helpers.
Powers
- Recommend local units and steward appointments.
- Convene local service sessions and receive local petitions.
- Coordinate approved local projects and records.
Limits
- Local units may not claim independence from Tommy or Hamburgerlandia.
- They may not create taxes, titles, parcels, enforcement, or external agreements without enacted authority.
- They may not keep incompatible or secret local registries.
- Local votes, stewards, and projects may not remove, restrain, or outrank Tommy.

Appointment policy
- method
- Tommy appoints the First Steward; local stewards may be recommended through applications, local consultation, or direct selection under recorded rules.

- An acting steward may preserve routine requests and meetings within a written scope.
- removal
- Tommy may remove any holder; the First Steward may recommend local suspension or recall under recorded delegated rules.

- The acting holder receives local registers, open requests, funds records, and project handoffs without expanded powers.

- Property, vendor, family, title, parcel, neighborhood, or project interests require disclosure and recusal.
